MOUNTAINEER FANTASY FOOTBALL LEAGUE

LEAGUE PROFILE:

MOUNTAINEER FANTASY FOOTBALL LEAGUE (MFFL) RULES

1.) All franchise General Managers shall pay $25.00 by the reasonable deadline set by the commissioner. This is to pay the commissioner for the cost of putting together the MFFL and reports. They shall pay $0.00 for each roster move throughout the season.

2.)  The draft shall last thirteen rounds. The draft order will be set at the season end organizational meeting. The selecting order shall be determined by the last place team choosing any draft position from 1 - 16 that they would prefer. The second to last place team would then select from the remaining 15 position, the 14th place team next, etc. Team standing is set as a result of the playoffs, not season play. If a team representative is not present at the organizational meeting when we make our selections, that team will be assigned the next lowest draft pick available. Once through the first round the order shall be reversed for the even numbered rounds.

    a.)  Each franchise GM shall select players from the following categories: quarterbacks, running backs, wide receivers, tight ends, kickers, def/sp and coach.
   b.) Each GM will have one minute, from the time the previous selection is made, to make their selection for that round. There will be a five minute break between each round to give each owner time to prepare for the next round.

3.  Each franchise owner shall submit a starting lineup of one quarterback, two running backs, two wide receivers, one tight end, one kicker, one coach and one def/special team to the commissioner by 12:00 noon on every Friday, if no lineup is submitted, it shall be assumed to be the same as the previous weeks lineup. Each GM will have 4 players on reserve to move on and off the active roster as the owner sees fit, the reserve players shall consist of one quarterback, one running back and one wide receiver and one floating.
- The floating position can consist of a player from the following positions only:
- Tight end
- Place kicker
- Coach
- Def/Special team

4.  Points shall be awarded for the following:
Touchdown reception        6 points
Rushing touchdown          6 points
Touchdown pass             3 points
Field goal                 3 points
Converted PAT              1 point
Receive or rush for-
    two point conversion   2 points
Pass-two point conversion  1 point
Coaching win               3 points
Coaching tie               1 point
Def/SP touchdown           6 points (see rule 5)
Safety                     2 points
Players are eligible to receive points when they line up at other positions.

5.  The Def/Special Team "Player", unlike the field players is an entire NFL team. The Defense scores whenever any player on that NFL team returns an interception, an opponents fumble, a blocked punt, kickoff or punt return for a touchdown; or gets a safety.

6.  If two or more GMs wish to trade players or priority moves they may do so. A trade becomes official when all parties involved have contacted the commissioner and verified the terms of the deal. The trading deadline will be at 12:00 noon on the last Friday in October. There will be no trades allowed after this date.

7.  If a player is not on a MFFL team, he is considered to be a free agent available on the waiver wire. The team with the worst record has first dibs (limit of one per team) on available free agents until noon on Friday, with points scored being the tie-breaker if the teams have identical records. After noon on Friday, it's first come, first serve until the kickoff of the first NFL game of that week. Since all starting lineups are due in by noon on Friday, any moves made in a first come first serve system is restricted to the reserve players. For each player obtained via waivers a player must be released. All franchise GMs must be informed that a player has been waived before any team can acquire that player. Signed free agents or players obtained by trade must stay on a roster for two weeks. Unlike trades, waiver moves are allowed for the entire season, including the playoffs.

8.  Any trade or waiver that is agreed upon and whose intended purpose is to strengthen one team at the expense of the other can be overturned by the MFFL Commissioner or a simple majority vote of the owners. The commissioner's veto may be overturned by a unanimous vote.

9.  The schedule and conference/division alignments shall be prepared by the MFFL Commissioner. The teams will play a 13 week regular season, and a 3 week playoff. The top teams from each of the four divisions will advance to the playoff. The two remaining playoff berths in each conference go to the teams with the best over all record.

10.  The following is the tie breaking scheme should two or more teams have identical records at the end of the regular season. Ties within the divisions shall be broken first (with the winner of that tie-breaker advancing to the next tie, if applicable). Tied games equal a half of a win and half of loss (7-5-2 is the same as 8-6-0).

1) Winner of Head to Head Competition, if any.
2) Most points scored to date.
3) Most points allowed.
4) Most points scored against other teams in the tie (only if all have played each other        an equal number of games).
5)  Fewest points allowed against other teams in the tie (only if all have played  each other an equal number of games).
6) Team with the lower draft position (one is high).

11.  For playoff games, coaches will submit a tie-breaker order of their non-starters (if they don't submit a lineup, the non-starters are ordered alphabetically, (Last name, First name & Team name). In the event that the playoff teams tie, the overtime players (non-starters) are compared against each other, one at a time until a winner emerges, with all applied points being added to the regulation score. The next tie-breaker is total offensive yardage of the starting nine players, then total combined yardage of all touchdowns. If the tie still stands, the home team advances.

12.  The eight teams that do not make the playoffs will participate in a Toilet Bowl Tournament, with the loser of that game earning special recognition as the worst in the league. The losers of the semifinals advance to the Toilet Bowl. The Toilet Bowl champion (the team that is outscored in the Toilet Bowl) shall provide refreshments for all other franchises at the following years Player Selection Meeting.

 13 The MFFL Commissioner shall prepare reports weekly and distribute them in a timely manner to all the franchise GMs. (The definition of "timely manner" is the responsibility of the commissioner.)

14.  Team names must be approved by a majority vote of the franchise owners. Team names must be located in major markets and have a semi plausible mascot.

15.  (Baymiller Rule) MFFL owners must reside and/or work in the area during the MFFL season. Starting with the 2000 season (July 1, 2000) all teams become the property of the MFFL. At this time the team owners will become "General Managers". Blah...blah..blah..yadda..yadda etc. In a nutshell....at the start of the 2000 season all teams will be worth $25.00. Any GM wishing to remove himself/herself from the MFFL will be given $25.00 by the league upon their exit. Available teams will be offered first to present team co GMs if interested. If a team is still available after all co GMs have been notified then the Commissioner will put together a list of prospective new GMs. Any new GM (co GM or new candidate) must be approved by a majority vote or a vote greater than 50% of the remaining GMs if only one candidate is available. The commissioner will determine the method of balloting and the amount of time that the polls are to be open. In the event of a tie, commissioner decides the winner. Any team transaction after August 1st of each season the GM giving up a team will forfeit the $25.00 league compensation. New GMs pays the league's $25.00 franchise dues by the season deadline set by the commissioner. A $10.00 handling fee will be paid to the league for each transaction by the new GM.

16. At the end of the season each franchise may retain one player for the following season. This player is referred to as a "Keeper" or a "Franchise" player.

   a.) A Keeper player must be on the franchise roster for the last playoff game of the GMs season.
    b.)  A Keeper player may be traded during the off season. Team GMs must notify the league prior to the draft of any dropped Keepers that are available to be drafted. The closing date for any of these trades or drops ends at the beginning of the player draft selection meeting.
    c.)  All Keeper players must be submitted to the commissioner; in writing/E-mail; within the reasonable deadline set by the commissioner.
    d.)  If a GM does not submit his Keeper at this time, all players on his  rooster are considered free agents and eligible for drafting.

17.  Rules may be revised or added, during the off season and only by a majority approval of the franchise GMs. Rules may be changed during the season only by a unanimous vote of the franchise GMs.

18. The commissioner has the authority to interpret all rules in order to benefit the League's operation at any time. THE COMMISSIONER'S DECISIONS ARE FINAL.

19.  No one with Weasel tendencies, or who is deemed by the MFFL to be a stooge, crony, or a disciple of anyone with incurable Weasel tendencies, may at any time own, operate or participate in the operation of a franchise in the MFFL. In addition, any MFFL GM who is found to fraternize or associate with said Weasels will be summarily and eternally banished from the MFFL. Any closet Weasels (GMs  who engage  in Weasel like conduct once in the League) can also be subject to review by an impartial Weasel committee selected by the commissioner. This committee will include  one GM from the three divisions in the League that do not include the commissioner's team. If a GMs actions are considered Weasel like in nature, that GM will be given a minimum penalty of two weeks total suspension from play, up to immediate expulsion. THE COMMITTEE's DECISION IS FINIAL.

Such conduct includes, but is not limited to:

      - calling the MFFL Commissioner at unreasonable hours
      - referring to any MFFL owner or the commissioner  as a "Dude"
      - plotting or conspiring to take over the MFFL
      - trading a six-pack of Coors Extra Gold to one of your friends for a named player on     draft day
      - drafting Barry Foster
      - changing your starting line up over 3 times a week from assorted airports throughout the country
      - blowing off draft night for “Baby Class”
      - having an  unruly mascot
            -   using the MFFL home page to publish unrelated news, even if it is true!
      - having a palindromic franchise name
